Municipal development plans require special attention – minister

This was stressed Monday in Luanda by minister of Territory Administration, Bornito de Sousa.

Bornito de Sousa said so at the opening ceremony of training of Municipal and urban units managers.

The event coincides with the beginning of the 2017 School and Academic Year, at the Local Administration Training Institute (IFAL).

He said that the National Assembly approved recently a legislative package on local administration and territorial organisation.

According to him, the package include the Local Administration Law, Basic Law on Organisation of Territorial Administrative, Notification on establishment and Change of Residence, basic Law on place names and the Residents’ Commissions Act.

The training also covers issues like PLANEAT 2015/2025, the PDGML or Master Plan of Luanda Province and the Mussulo Island Plan, the PDM’s or Municipal Development Plans and the Health Community Development Agents (ADECOS).

The minister invited the participants to share with the regulations of Law 15/16 on Local State Administration.

He recalled that the National Assembly adopted a calendar of essential tasks for the preparation and organisation of the general and local elections in Angola.

He said the local authorities and the electoral legislative framework were in a conclusive phase, so that, in due time, they could be submitted to the head of Executive.

Created this framework and based on the Basic Law, he said, the concerned constitutional bodies will determine the date of the elections and those in charge of administrative power.
