Draft Organic bill on General Bases of Local Power under discussion

Luanda – The Council of Ministers approved the Draft Organic Law on the Basic Bases of Local Power, a legal document that establishes the principles and norms for the organization, operation and implementation of local authorities, institutions of traditional power and other specific modalities of citizens’ participation in community life.

According to the final communique of the meeting chaired by the President of the Republic, Jose Eduardo dos Santos, this diploma also aims to bring citizens closer together, promote territorial cohesion, reinforce interregional solidarity, improve the quality of services provided to the population, as well as to rationalize the public resources available.

The Council of Ministers also considered the Bill on the Mandates of the Chiefs of the Armed Forces, the National Police and the Intelligence Services, a legal instrument that establishes the rules governing the exercise of the mandate of the heads of these defense, security, and public order.

The meeting also considered draft Law on the Prevention and Combating of Terrorism, a law that establishes preventive, repressive, investigative and procedural measures to combat terrorism, as well as other correlates of support and protection for victims of terrorist acts.

The same law also establishes the body for the coordination and sharing of information in the context of the threat and fight against terrorism.
