Maiduguri: The creation of new states and local government areas (LGAs) was the primary proposal from participants at the North-East public hearing on Constitution Review held in Maiduguri. The two-day zonal public hearing, which commenced on Friday, saw an impressive turnout, as noted by Sen. Jibrin Barau, the Deputy Senate President and Chairman of the Senate Committee on Constitution Review (CRC).
According to News Agency of Nigeria, Sen. Barau, represented by Sen. Tahir Monguno, the Senate Chief Whip, assured the region’s populace of the Senate’s unwavering commitment to fairly representing all groups and individuals seeking constitutional amendments. He emphasized that the committee members arrived without preconceived notions, committed to upholding legislative integrity, open-mindedness, and patriotism.
Barau highlighted the unresolved national issues that required more than routine legislative efforts, acknowledging the public’s call for action. He noted that the perception is not solely about constitutional amendments but also about addressing broader governance challenges. In response, the 10th Senate tasked the committee with fostering a national consensus, rather than amplifying the voices of a dominant minority.
The committee sought input from Nigerians on potential constitutional changes aimed at improving governance and promoting justice, equality, and freedom. Barau stressed the importance of considering viewpoints from all citizens, including those unable to travel to Abuja, to participate in the reform process.
The hearing was officially opened by Gov. Babagana Zulum of Borno, represented by his Deputy, Alhaji Umar Kadafur, who praised the National Assembly for providing a platform for Nigerians to express their views. In alignment, the speakers of the state assemblies of the North-East, led by Abdulkarim Lawan of Borno Assembly, advocated for legislative autonomy to enhance procedural effectiveness.
The Shehu of Borno, Dr. Abubakar El-kanemi, underscored the necessity for traditional institutions to have a defined role in the constitutional framework. Meanwhile, Alhaji Yayale Ahmed, former Secretary to the Government of the Federation, leading the movement for the creation of Katagum State from Bauchi State, called for electoral reforms and a comprehensive restructuring of governmental institutions to enhance service delivery.
